In the EU legislative process national
parliaments cannot directly influence EU institutions, but they can bring
influence to bear on Ministers, who are their national representatives in the
Council of Ministers. In the UK, Ministers should not normally agree to EU
legislation without first giving Parliament the opportunity to scrutinise it.
The meeting looked at the complementary scrutiny processes of the House of
Commons and the House of Lords and the associated internet and print
publications.
Duncan Sagar, Clerk to EU Sub-Committee B
(Internal Market) House of Lords, gave a presentation on "House of Lords
scrutiny of EU legislation". The presentation is available in the members' area of the website - click here for more details on joining.
Mr Simon Patrick, Clerk of Delegated Legislation,
House of Commons, spoke about "The work of the European Scrutiny
Committee"
Members' questions to the speakers then gave
rise to an interesting and informative discussion.

Niels Sorensen, EU Information Specialist,
Danish Parliament EU Information Centre, gave a presentation entitled "Documents in the EU decision-making process from the pre-legislative
phase to final adoption".
Pascale Berteloot of Publications Office in
Luxembourg introduced the new national implementing measures website, N-LEX,

Carol Bream of the Commission's Central
Library gave an extremely interesting presentation: "Electronic versus Print -
The changing information landscape - A view from the Commission's Central

Stig Marthinsen from Caselex provided very
useful advance coverage of a new EU database in his presentation, "Caselex -
the European one-stop-shop for national and international case law".

Matthew Beckett from the Foreign and
Commonwealth Office gave an interesting

about the UK Presidency's
website, covering its aims, structure and content.
Avis Furness, Librarian at the European
Parliament UK Office, gave a very useful
presentation (1MB)
on new developments to the OEIL database.

EUDUG General Meeting held on 29 November
2004
Bjorn Clasen from the Publications Office
introduced the new EU Bookshop
website and distributed some unusual freebies. One of the future plans for
the site is a "Librarians' Corner" offering advanced search facilities and
other enhancements.
Teresa Lopez-Garcia of D-G Competition gave a
presentation about
competition policy developments and information sources, followed by a lively
question-and-answer session.
European Commission seminar on European
information, 10-11 June 2004
Nearly 100 people attended, including many
from the new member states. Presentations were given by representatives of
virtually all the main official EU information services and in most cases major
changes were announced which will affect their use.

Official Launch - 15 July
1999
The European Union Databases User Group was
launched at the European Parliament's London Office on 15 July 1999. The
well-attended meeting allowed members to express their views on what we hope
EUDUG will try and achieve.
Magarethe Braune, from the Commission's
library service, gave a talk on their ECLAS database and the new features they have
introduced.
Nick Rowe gave a talk on how the EUDUG
website will be a focus for the group, allowing a flow of information between
members and providing help, tips and access to the committee. It was stressed
that this pooling of experience will only really work if the membership take an
active role in forwarding news and information.
The meeting ended with a general consensus
that the group is a worthwhile project that could become a useful access point
for electronic EU information.
